If you do a tester without nic does the taste alter much when you add the nic base? Asking this because some flavours need steeping.

I always go for 20% with capella.

the taste test with NO nic is really just a guide to see if its sweet enough or enough flavour in there. Its easier to add flavour than take it out. I am getting to the point now where I have hardly any nic so TH isn't really an issue for me, I usually drip and lung inhale anyway. I am more a flavour junkie tbh and as long as there is plenty of flavour I am happy.
