When it says "all nicotine containing products" are they also referring to cigs? They contain nicotine and this sentence "Regulation will ensure that e-cigarettes meet the same standards for quality, safety and efficacy as medicines while remaining as readily available to smokers as they are today" could also apply to cigs

Without reading the full report, does this mean that sellers of 'personal vaporizer' equipment will not be affected, however those who sell cig-a-likes, pre-filled cartomisers and e-juice/e-liquid vendors containing nicotine must obtain a medicines licence?
