Solubility issues with Inawera grapefruit

This is annoying me:

I mixed up a 5 mL cocktail the other week that included Inawera grapefruit at 6% as the main component in 50/50 PG/VG.

It tasted amazing, so I went ahead and scaled up, but whatever I do the grapefruit won't dissolve. Even at 4%. I tried reverse addition (adding the concentrate to the base), but it didn't help. I've heated it up to the point where the plastic bottle starts to warp but it still won't dissolve.

The original mix was clear and homogeneous, but now I'm finding it impossible to dissolve properly. Any ideas apes?

Maybe if I dilute with PG first, then add VG? At the moment my base is premixed at 50/50, but I will buy some pure PG if it's likely to help.
