Honestly, it isn't surprising. They are losing out on a lot of lost revenue from tobacco taxes. I would not expect that vaping has significantly reduced NHS costs at this time so they are looking for a new revenue stream or perhaps that same revenue stream as most vapers are ex-smokers.

The reason they don't tax some companies enough is fear. Fear of the companies taking their business to another country. The Gov would rather have a little bit of tax rather than none.
Money talks, money rules. It is without doubt one of the worst inventions ever. Problem now is to much money is now owned by the few so the pot shared by the masses is to small to cope and it will keep getting worse as interest goes on money borrowed that shared pot gets smaller as the super rich pot grows and the word for it is GREED.
