i signed it but i’m not sure it’s worded very well. they aren’t talking about banning flavours. they are talking about restricting them.

Maybe could have been worded batter, but they are talking about restricting flavours to certain type(s) in some way...
.. that restriction will mean that certain flavours will be banned.
