The raw flavourings (Capella, Flavour Apprentice, etc) aren't vape products, they are used to flavour food/drink, we just used them to flavour e-liquid so you will still be able to buy Capella Vanilla Custard V1 in whatever size bottle you want. If you want to buy Vanilla Custard e-liquid, you will only be able to buy it in 10ml bottles IF it contains nicotine.
The question remains though, will any company bother selling 0 Nic liquids?
I just worked out, if I bought/made 55ml bottle of 0 Nic liquid, which in theory shouldn't be banned, and added 10ml of 20mg nicotine solution, which also in theory shouldn't be banned, I would get 65ml of 3mg liquid. Not a bad workaround, and obviously that scales up, so 110mls of 0 nic would require 2x 10ml 20mg bottles to make 130ml of 3mg.
So people that theorised that you could buy a big bottle of 0 nic and get a "free 20mg bottle of flavour free liquid" could work.
