What I want to know is how do they apply this when there is the option of 0 nic juices? I'm guessing just ban everything and disregard the fact that 0 nic is an option. Otherwise anything larger than 2ml will just be marketed as being for 0 nic juice.

Yep, also PG/VG and concentrates. Only thing I'm worried about is getting hold of some nicotine. If I stock up now it should last me a long time though.

It has passed and implementation is this time next year
