i don’t know about that, and i’m sure he probably was but again they are winging it. at that point in time even experts knew little about it. if you have a look on google you can see he announced a plan for reduced numbers on buses and underground trains and compulsory facemasks in may last year, though. i don’t think this current move on his part, or other local leaders, or the scottish or welsh governments for that matter, are political. it seems to me the simpler explanation is they prefer to follow the advice from the experts rather than the government, who have proven themselves repeatedly to be useless and corrupt. which seems fair enough. even the government are telling people to keep wearing the masks depending on which of them is speaking (zahawi the other day, for example).

A French study has found that the SARS-CoV-2 virus could have been circulating in France up to a month earlier than the first reported cases from Wuhan, China.

National health research body Inserm said: “The first identified cases of COVID-19 were detected on December 8, 2019, in Wuhan, China; and the first documented case in Europe was reported retrospectively in France… on December 27".

But, it added, new research “suggests early circulation of SARS-CoV-2 in Europe” going back to at least November 2019 in France, and even earlier in Italy.

Members of a World Health Organization-led team studying the origins of the virus want to investigate the case of a 25-year-old Milan resident who in November 2019 visited a hospital with a sore throat and skin lesions: symptoms of a disease that wouldn’t be discovered in the city of Wuhan in China for another month. She left behind a skin sample, smaller than a dime, that in two tests conducted more than six months later yielded traces of the Covid-19 virus, according to research published in January by the British Journal of Dermatology.
