So in your world where the end justifies the means what`s to ensure that the users keep to the consumption rooms ? Junkies aren`t best known for following rules, call me an old fuddy duddy but I dont want the streets and roads filled with drug fuelled zombies.
But we know from the results in Portugal that the streets and roads do not become filled with drug fueled zombies. Take away the illegality and take away the criminal element. It just becomes a health issue. Still a problem, yes, but way cheaper to deal with and easier to tackle.

so is there no illicit drugs trade in Portugal ? you can legalise drugs but it is a lot harder to change human nature.

what you are talking about isn’t human nature. the situation you have been describing has existed for 100 years at most. humanity has indulged in tobacco, alcohol, poppies, herbal flowers, coca leaves since before recorded history. the problem is created by the circumstances that have been brought into being.

The human behaviour I`m referring to is the " if some is good, more must be better" as I see it the "problem" exists because of the accessibility and increased availability of toxic substances. Put simply if the were no recreational drugs there would be no drug problem.

I don't think it's down to just Recreational Drugs. It's all linked together, take me for instance. I worked Hard doing Demolition when i was younger and come the weekend me and the mates went out on the Town, proper benders. Eventually the Booze wasn't enough so we started having a Spliff to help us chill which in turn lead us on to the path of Coke, LSD, Speed and not forgetting Magic Mushrooms. On my 21st we went on a bender which nearly killed me, spitting blood and the pain i was in, i have never felt pain like it. My diagnosis was Ulcers and Pancreatitis. I was told by Doctors to stop but by then i was Hooked on the Vodka. Everything was fine for about 18 Months then Bang, the Pancreas flared up again. After that i quit drinking, had a Spliff now and then but wasn't getting the kick like before so in the end i stopped it all. A few of my Mates ending up on Heroin have died, some of them were buying Prescription Drugs off people just to get a Buzz. My point is it starts off a bit of a laugh but it takes over and every drink and drug all lead you down the same path. That's probably why i am so fucked now even though i haven't drunk for years. The past catching up with the future.

you don’t think there are any other external or environmental influences on people’s behaviour?

also, what you say is factually incorrect, recreational drugs, including tobacco and other sources of nicotine, exist in nature. and humans have always used them. so how has it only become a problem in the mid to late 20th century?

also, i am assuming you would apply your logic to the well known toxic substance called nicotine, aye?
 
It's actually quite simple, as prohibition in the US proved. They made alcohol illegal, and the mafia and bootleggers blossomed and became rich and powerful. They made it legal again and they moved on to other illegal stuff, because there was no longer any profit in alcohol. When it is legal, you can regulate it and tax it. When it is illegal you cannot. So, like most things, it gets down to the overriding principle, it is always all about the money. Sometimes it takes the government a while to get a clue.

Nicotine is a toxic substance but it doesnt fit into the context of this discussion
