From a quick Google search, research into the inhalation of VG & PG is limited.
Limited initial research though apparently does suggest that the inhalation of PG can increase inflammatory cells in the lungs over time. Genome-wide expression, microRNA, and mRNA test results showed that Inflammatory cell counts and cytokines were determined in bronchoalveolar lavage (BAL) fluids as being higher in those who inhaled more PG. Apparently this was a short duration study and more research is needed.

EDIT: Just started reading this, but here's a study
Toxicology of E-Cigarette Constituents - Public Health Consequences of E-Cigarettes - NCBI Bookshelf (nih.gov)

Also: Ethylene Glycol and Propylene Glycol Toxicity: What is Propylene Glycol? | Environmental Medicine | ATSDR (cdc.gov)

One research paper says: "Through the randomized clinical trial of healthy never-smokers over a month, we found that an increase in urinary propylene glycol, a marker of inhalation-e-cig intake, was significantly correlated with increased inflammatory response in the lung.”.

I don't think it has been proven to be safe. Not from what I've read in the last 5mins anyway.
I'd be interested to know what you find.... that "toxicology of e-cig constituants" does look interesting tbf.

If it comes in, the vape tax would probably be on liquid only (hardware would be too difficult to work out), like Portugal -
https://tobaccoreporter.com/2023/10/23/portugal-increases-liquid-tax/
The government of Portugal wants to increase excise taxes on e-liquids in 2024. Nicotine e-liquids will have an excise tax increase of 4 percent, up to €0.351 ($0.373) per milliliter, and nicotine-free e-liquids will be subject to a €0.175/milliliter excise tax.

Nicotine-containing and nicotine-free e-liquids will also be subject to a minimum tax corresponding to 25 percent and 12.5 percent of the tax applicable to traditional cigarettes, respectively.

This would obviously apply to pre-filled pods and disposables (if legal) as well...

More than likely a vape tax would probably apply to anything specifically related to vaping which would mean vendors would have to find a way to justify saying that shortfills are not vape specific products.
Which would be impossible if you sell them (or food flavourings, PG, VG etc) in a vape store...

true, in the future it might be that it’s only feasible for vape shops to cater to users of disposables and wee fixed pod systems, should this come to be reality.

For decades they dreamed of an effective way for people to give up smoking. Now they've got one, what do they do....? The world is run by fools and charlatans.
