No. If you have no TV and don't use the iPlayer, you don't need a TV License. I haven't had one for 10 years and I have written to the TV Licensing Authority and removed their right of access to the property, they aren't legally allowed to set foot on my garden.

Not true. You only need a BBC PROPAGANDA CERTIFICATE if you watch live TV.
I told them to fuck off years ago. They don't bother me anymore.

Nope, only if you actually use that equipment to receive a live broadcast or use the BBC iPlayer. My computer is more than capable of watching a Live broadcast and using the iPlayer, I do neither so I don't require a license.

TV Licensing is managed by Capita, a for profit organisation, the "goons" that turn up at your door are salespeople and are on commission for every person they "con" into buying a license. I got pissed off with their threats and their goons turning up at my door, so I wrote to them stating why I don't require a license and I also removed their implied right of access to my home. Never heard a peep from them again.

TV licensing have no right of access at all. And anyone setting foot inside your boundary is potentially committing the act of trespass.
 
Surely you have to prove your not using it for live broadcasts but then again i suppose the same implies to them. I have always had a TV Licence though they once said i didn't and threatened to take it to court, Don't know if he was a crook as he seemed more keen on getting my Bank Details, anyway i fucked him off and never heard anything again.
 
afaik the onus of proof is on TV licensing.
They would need a court order to gain access to a property.
Strictly speaking, if you have the capability to receive a BBC broadcast (TV live or iPlayer) you are liable to cough up. You don’t need to have the iPlayer app installed.
Frankly, the vast majority do have that capability and the license fee gets paid because the majority of people are “honest” (ignorant of the “law”?) and don’t realise that the chances of getting done are very small.
I believe that the detector vans they used to use were ruled have no legal standing, hence they dropped them.
They work on the, not unreasonable, assumption that every property is so capable/equipped and use postal threats and maybe someone knocking on your door as the deterrent.
If enough people decided not to pay up, the BBC would be in Shit Street and they/the Government might do something to change how the BBC is funded, like making it a commercial station.
