Not true. You only need a BBC PROPAGANDA CERTIFICATE if you watch live TV.I was told that if you have any equipment capable of receiving a TV Signal then by Law you are required to own a TV Licence.
No. If you have no TV and don't use the iPlayer, you don't need a TV License. I haven't had one for 10 years and I have written to the TV Licensing Authority and removed their right of access to the property, they aren't legally allowed to set foot on my garden.
