Perhaps Gompels got the wrong end of the stick or their remaining stock already belongs to PHEngland.

Obviously I don't know as definite, but it would not surprise me if some of the stock in their warehouse is already owned by PHE, those type of deals are often done in business, especially if the supply contract is a lucrative one. PHE could pay up front, or in stage payments for the product, but call it off for delivery at so many per month, or week. Companies do this so that they are forcing the supplier to do the warehousing, instead of them having to store it, therefore saving money.

I have a sneaking suspicion we're gonna disagree on this.

If they KNEW the shipment wasn't coming but told the public it was then I'll agree, it's wrong and deceitful and there should be consequences.

However...

How long does an emergency shipment take to arrive from Turkey? Few hours maybe? If the government were told it was coming and they then repeated that to the public and problems then arose because of a lack of proper export papers by the sender, I have no problem with that. It makes no sense to me, if they knew, why they wouldn't have just said it's coming Monday instead of Sunday. The press are constantly pushing for up to date, latest info. With a desperate ppe shortage I can quite easily see the delivery info being given out prematurely. Premature because problems can arise at any time. But are they really expected in the current climate to wait until the delivery has landed in the UK before saying it's coming? Unless someone can show that the public was intentionally misled then, in my opinion, no. I don't think it's a sacking offence to say something is on its way when an order has been placed and a delivery is expected.

So for me it boils down to whether or not we were intentionally misled. I haven't seen anything to show that yet. But I'm all ears if someone wants to post it.

We will probably never get to the bottom of what happened, having been involved with several companies, exporting, and importing goods from / to the UK in many countries around the world, I could quite easily envisage the below situation.

UK government places an order with Turkish supplier.
Keen for the public to know they are doing something on the supply of gowns they announce it to the public
Turkish company announces order complete, and being shipped by airfreight on Saturday.
Government announces to the public that they will be delivered on the Sunday.
Lorry leaves the supplier early on Saturday, and takes 8 hours (I know from experience working in Turkey)
On Sunday morning lorry arrives at Istanbul airport, customs check the paperwork, and there is no export licence.
Government has to announce there is a delay, and they will arrive on Monday.
And so, and so on, until customs is happy.

At one company in Turkey I needed a spare part from Germany, when it arrived at customs it took two phone calls a day, for a week before customs released it, and that had the correct paperwork.
 
I think everyone had the email on Friday or Thursday last week. Certainly seemed like it.

Don't know about that, the missus had known for a while as there is a government web page you could log into for information about your claim.
