I'd suggest there are multiple elements of addiction that make cigarettes in particular very hard to kick, there's the chemical addiction to nicotine, the physical habit of taking a little break and the strong association that has (at least for me) with lighting up. There's also the 'having something in your hand/mouth- part too, especially with things like coffee/socialising etc when there's that connection ingrained - I think that's actually a big factor. Are you saying that nicotine, when not consumed via smoking tobacco, is not addictive?
Vaping substitutes all three, and as such is a great tool for quitting smoking - re the pure nicotine thing, I'm a heavy smoker when I smoke, but for example when I go scuba diving, even on a deep one, I'm under for 3 or 4 hours, but feel no urge to smoke (not that one could !!!) and don't even think about it - but the moment I'm back on the boat, suddenly I'm craving for a cigarette, so would say there's a lot of physical habit / routine built in on top of the chemical side.
When I have successfully given up (albeit temporarily, but I mean for months - not with vaping as a substitute, years back) the actual craving fore the chemical seems to go away very quickly, it's the habit of lighting up when having a brew or with a beer etc that cling on for months, forever even.
