He is making a traditional Ragu by adding the milk, and he is correct about the garlic, traditional Italian cooking is if it has onions it does not have garlic, although I would use beef stock instead of chicken just to boost that meat flavour. So far these are the best stock cubes I have found if you dont use real stock.
