Only a guess but maybe its down to the depth of the 510 connector on the Tesla preventing the tank making proper contact. Can you adjust the pin on the tank?

The tanks both have the same length 510 - as far as can be measured with my finest chinesium digital caliper

Is the manta a fussy one to wick? If so it could be there are slight differences between the two builds.

Process of elimination? As Zou says, might be worth rebuilding both. If you do them the same it might help work out what's wrong?
