Is it not possible that that could include banning unflavoured nicotine (shots) being sold to the public, if diying is eventually classed as being illicit production?

They could but surely that would then mean you could only vape juice with nicotine by buying 10ml bottles. The black market would love that.
 
It is legal to pick magic shrooms and get out your face on them, but it is illegal to dry and store them. I've never known anyone to get done for it. The law is an arse.
I can't see plod kicking down your door to confiscate your custard cream fudge vape, when your neighbours have had a skunk farm in their loft for years.

They don't consider the law of unintended consequences, base nic is only available b2b, since tpd. Why would they try and dabble with the nic availability to the trade, so my thinking was around nic shots, that'll really fuck people up. Not sure who's going to pay £3.50 plus, for a 10ml nic shot anyway. Luckily I'm well stocked on nic, but fear for others who wont be when the rules change. It's going to be prohibitively expensive to buy a shortfill and add nic shots.

Nah man, they are concerned that unregistered for (highly concentrated nicotine) people will churn out juice tax free.....no wee Clive wanking in his bedroom at a box of 50/50 nic shots

Don't think the problem will be access, it will be the cost. Think the days of being able to buy from the likes of Nicotine UK are numbered, because very few will be able to afford it.

This smells like an old skool pharma led project (think Bath Uni/Bloomberg), they don't want it banned, but it works in their favour if the regulatory burden and cost make it as difficult as possible to produce, stock, purchase and use. Being more expensive helps, as now their MHRA approved pharmacy (think Australia) and/or prescription only device will be market and price comparable. They tried to do exactly same thing in EU with original TPD, when they basically wrote the regs themselves and vapes were to be medicinal use only, very nearly got it pushed through too.
